Building Department

Building Inspector I, II, or III

Under general direction, the purpose of the position is to perform inspections of one or more areas of construction, to include, but not necessarily limited to; structural, electrical, plumbing and mechanical, in residential and non-residential buildings and structures.  Employees in this classification are responsible for inspection of buildings and structures for compliance with the Florida Building Code, Florida Residential Code, Florida Plumbing Code, Florida Mechanical Code, Florida Fuel Gas Code, Florida Energy Conservation Code, Florida Existing Building Code, Florida Accessibility Code and National Electric Code as well as construction plans approved by the Building Services Division.  The objective of this position is to evaluate all aspects of construction work for compliance with State codes and local code amendments to ensure the health, safety and welfare of the general public.

BUILDING INSPECTOR I
MINIMUM TRAINING AND EXPERIENCE
High School Diploma or GED.  State of Florida Residential Inspector License (preferred) or one Standard Inspector License in either building, electrical, mechanical or plumbing disciplines and one year of inspection experience in the license category.  If not licensed as Residential Inspector, then ability to obtain license as outlined below and verification of four year's work experience in residential building, electrical, mechanical and plumbing inspection disciplines or four years residential contracting experience or an equivalent combination of education, training, and experience as required for licensure by the State of Florida Building Code Administrators and Inspectors Board (BCAIB). If not licensed as Standard Inspector, then ability to obtain license as outlined below and verification of four year's work experience in commercial building, electrical, mechanical and plumbing inspection disciplines or four years commercial contracting experience or an equivalent combination of education, training, and experience in the licensure category sought, as required for licensure by the State of Florida Building Code Administrators and Inspectors Board (BCAIB). 

LICENSES
Must possess a valid Florida Driver's License   

Option 1
State of Florida Standard License in either building, electrical, mechanical or plumbing discipline. 
If candidate does not possess a State of Florida Standard Inspector License, then candidate must obtain Provisional License in either building, electrical mechanical or plumbing disciplines within one hundred twenty (120) days of date of employment.  Candidate then must also obtain a State of Florida Standard Inspector License in either building, electrical, mechanical or plumbing disciplines within one (1) year of date of employment.  

Option 2 
State of Florida Residential Inspector License. If candidate does not possess a State of Florida Residential Inspector License, then candidate must obtain Provisional Residential Inspector License within one hundred twenty (120) days from date of hire and obtain State of Florida standard residential inspector license within twelve (12) months of date of hire. Candidate then must also obtain a State of Florida Standard Inspector License in either building, electrical, mechanical or plumbing disciplines within one (1) year of date of employment.  

Salary Range:  $53,259 - $91,248
Hiring Range:  $53,259 - $60,376

BUILDING INSPECTOR II
MINIMUM TRAINING AND EXPERIENCE
High School Diploma or GED.  State of Florida Residential Inspector License and one Standard License in one of the inspection disciplines listed below.  Two years of inspection experience in building inspections or an equivalent combination of education, training, and experience. 

LICENSES
Must possess a valid Florida Driver's License.   
State of Florida Residential Inspector License
One (1) State of Florida Standard Inspector License in either building, electrical, mechanical or plumbing disciplines. 

Salary Range:  $56,943 - $97,559
Hiring Range:  $56,943 - $64,552

BUILDING INSPECTOR III
MINIMUM TRAINING AND EXPERIENCE
High School Diploma or GED.  State of Florida Residential Inspector License and two Standard Licenses in one of the inspection disciplines listed below.  Four years of inspection experience in building inspections or an equivalent combination of education, training, and experience. 

LICENSES
Must possess a valid Florida Driver's License   
State of Florida Residential Inspector License
Three (3) State of Florida Standard Inspector Licenses in either building, electrical, mechanical or plumbing disciplines.  State of Florida Division of the State Fire Marshall License as Fire Safety Inspector I (or higher) may be substituted for one of the Standard Inspector Licenses at the discretion of the Chief Building Official. 

Salary Range:  $60,910 - $104,355
Hiring Range:  $60,910 - $69,049

Construction Management & Engineering Department

MS4 & Floodplain Management Coordinator

Under administrative direction, this position is responsible for coordinating with the Community Rating System (CRS), the Federal Emergency Management Agency, the Insurance Services Office, Inc, and the Florida Department of Environmental Protection (FDEP) to document and safeguard the City's involvement in the National Flood Insurance Program (NFIP), CRS, and the Municipal Separate Storm Sewer System (MS4) Phase II permit. This position will ensure that the City meets the responsibilities necessary to maintain and/or improve Palm Coast's classification and flood insurance discount in the program. This position will report to the Stormwater Engineer and will work in an independent manner and is expected to make independent decisions and judgments on Floodplain Management, CRS, and MS4 issues.
Must posses a Bachelor's Degree with an emphasis in Engineering, Environmental, or related field supplemented with five (5) years responsible experience in floodplain management; or an equivalent combination of relevant training, education, and experience. 
Must posses an Association of State Floodplain Managers Certified Floodplain Manager Certification (CFM) or ability to do so within 12 months of hire date. Must possess and maintain a valid Florida Driver's License.

Parks and Recreation Department

Lifeguard (Seasonal)

Under general supervision, the purpose of the position is to ensure the safety of patrons at the City's public swimming facility. Employees in this classification perform at entry staff level and are responsible for monitoring various swimming activities as well as assisting with special activities. Employee assists in maintaining pool and surrounding facility area. Objective is to ensure safety and general welfare of the public engaging in all swimming activities through guarding and instructing patrons. Prefers candidates with a High School Diploma or GED or currently enrolled in High School; supplemented by a demonstrated ability to perform the physical requirements of the position; or an equivalent combination of education, training, and experience. Must possess and maintain current American Red Cross or nationally recognized lifeguard certification, CPR, and First Aid Certifications. AED for the professional and Water Safety Instructor Certifications are Preferred.  Applicants must be at least 16 years of age upon hire. 

City of Palm is offering In-house training and certification to include certification in; CPR, First Aid, AED and Lifeguard Certification. Training will take place sometime in March and April, dates to follow.  Ability to perform the physical requirements of the position. Must be able to swim 300 yards continuously demonstrating breath control and rhythmic breathing.  Candidates may swim using the front crawl, breaststroke or a combination of both, but swimming on the back or side is not allowed. Must be able to tread water for 2 minutes using only legs. Candidates should place their hands under the armpits. Complete a timed event within 1 minute, and 40 seconds.

Maintenance Worker, EO1 or EO2 - Stormwater

This position will join the Stormwater Maintenance division as a member of a swale, ditch, canal, or pipe maintenance crew.  Depending on level of experience, candidates may be hired as MW, E01 or E02.  All positions perform work related duties to include the installation, maintenance, and repair of the city stormwater system. 

Maintenance Worker -  Must possess a minimum of (2) years experience in grounds keeping and/or general maintenance.

Equipment Operator I - Must possess (11) months experience and operates light to heavy equipment and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs. Must possess a Class "B" CDL license.

Equipment Operator II - Must possess (3) years of light and heavy equipment operating experience including but not limited to operation of backhoe, front end loader, excavator, skid steer, gradall, etc. Must have the ability to perform labor-intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs.  Must possess a Class "A" CDL license.

Strong heavy equipment operator skills, underground utilities experience, and a current Class-A CDL are preferred, however in-house training can be provided.

Temporary Maintenance Worker - Stormwater

City of Palm Coast Stormwater and Engineering Department is seeking temporary workers to help maintain the city stormwater system. Daily work activities will include manual labor and equipment operation directed towards swale, pipe, ditch, and canal maintenance projects. Utility - Wastewater Department

Utility Systems Operator I, II, or III

The Utility Department, Wastewater division is seeking a licensed Wastewater Treatment Plant Operator to join their team!  Under supervision, the purpose of the position is to perform diagnostic and equipment control operations to regulate collection, treatment, dispersal and disposal of wastewater in the City's Utilities Wastewater Department according to the area of assignment.  Objective is to ensure effective processing of wastewater.  Based on level of experience, qualifications and education candidates may be hired as a Utility Systems Operator I, II, or III.

Employees in this classification function at entry level, and are responsible for performing routine inspection, greasing and maintenance duties, collecting and interpreting data, collecting samples, ensuring efficient and effective operation of Wastewater facilities and equipment.  Experience with data entry, basic electric, plumbing and equipment maintenance preferred.  Must have (1) year experience in utilities or other pump-mechanical operations or an equivalent combination of education, training and experience. Must possess and maintain a Wastewater Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.

Employees in this classification function at journey level, and are responsible for performing routine and moderately complex inspection and maintenance duties, ensuring efficient and effective operation of wastewater facilities and equipment.   Position is distinguished from that of the Utility Systems Operator I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience.  Must have three (3) years' experience in utilities pump-mechanical operations; or an equivalent combination of education, training, and experience. Must possess and maintain Wastewater Treatment, Level B Operator Certification issued by the Florida Department of Environmental Protection.

Lift Station Mechanical Technician 1 or 2

Our Utility Department, Wastewater division is currently seeking a Lift Station Mechanical Technician 1 or 2 to join their team!  Depending on level of experience, candidates may be hired as a Lift Station Mechanical Technician 1 or Lift Station Mechanical Technician 2.  Under supervision, the purpose of the position is to perform a wide range of moderately complex pump-mechanical and electrical trades work in the maintenance and repair of utilities treatment plants, equipment, peripheral components, and collection systems.

Position will repair and maintain machinery and mechanical equipment such as engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes and various rotating equipment of all sizes and types; with proper equipment, must be able to test motors for continuity.  Must have one (1) year responsible experience in public utilities or other large scale commercial pumping systems, motors and electrical equipment or an equivalent combination of education, training, and experience is required.

Lift Station Mechanical Technician II

Employees in this classification function at journey level, and are accountable for installing, maintaining, repairing, and replacing a wide variety of machinery and mechanical equipment, e.g., engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes, and various rotating equipment.  Objective is to maintain wastewater system, pump stations, and treatment plant equipment to ensure safe and efficient utility operations.  Must have two (2) years responsible experience in public utilities or other large-scale commercial pumping systems, motors and electrical equipment, and the ability to operate heavy equipment and tools of the trade, or an equivalent combination of education, training, and experience.  Must possess and maintain a valid Florida Class B CDL Driver's license. All positions require a High School diploma or GED.  Must be available for emergency call back and rotating call duty. Prefers candidates with Wastewater exp.
